This is what I would call a “pseudo-digital” clock, which were popular in the 1970s during that brief time where people wanted digital displays, but economical options hadn’t been invented yet. There were a couple different designs, this one called the Lumitime by Japanese company Tamura. In this video I go over the mechanism and do a repair of the motor.
